Summary

This proposal aims to execute two objectives as described in the Polkadot Treasury Proposal #432:

1. Update Polkadot Subsidy 500,000 DOT from Polkadot Bifrost Sovereign account to Bifrost Parachain
2. Mint vDOT and provide all 500,000 DOT position to Bifrost Stable Swap.

Process

1. Currencies::update_balance issues an additional 500,000 DOT on Bifrost treasury address (eCSrvbA5gGNYdM3UjBNxcBNBqGxtz3SEEfydKragtL4pJ4F);
2. Mint 287317.96 DOT to vDOT through VtokenMinting::mint method.
3. Provide liquidity to Bifrost vDOT-DOT Stable Pool (The actual deposit amount is subject to real execution on chain.):

vDOT: 2,126,819,465,240,000 (10 decimals)

DOT: 2,254,797,743,885,425 (10 decimals)
