In the first transfer, a large number of vASTRs were being redeemed, so ASTR was not fully migrated. The purpose of this proposal is to transfer ASTR to a safe address after this part of ASTR is fully and successfully redeemed. Since the timing of successful redemption cannot be precisely controlled, this proposal will add two additional transfer requests through the scheduler method to ensure that the proposal content is executed as expected as much as possible.
