The vtokenVoting Pallet will allow users to lock their vDOT for governance voting on the Referenda of the relay chain. This operation will initialize related parameters:
Set the role of delegators
delegators 1 → SplitAbstain
delegators 2 → Aye 3x
Set cross-chain message timeout block: 403,200 blocks
Set up Kusama governance 1x conviction lockup time: 100,800 blocks (7 days)
Set normal xcm cross-chain transaction weight
