Summary

Since the BNC liqudiity is drained in CEXs by withdrawing to Bifrost-Polkadot. This proposal aims to fuel the BNC liquidity in three CEXs:

• Kucoin: 600,000 BNC
• MEXC: 300,000 BNC
• Gate: 300,000 BNC

Total: 1,200,000 BNC

This will take several steps:

1. Propose to transfer 1,200,000 BNC from Bifrost-Polkadot Treasury to Foundation (dmTEFZ77m7WtJmd7PY6pMh111uTtW9jpwfwasTGsWKUGp5M)
2. Bifrost Foundation fuels 1,200,000 BNC to three CEXs
3. Bifrost Foundation withdraws 1,200,000 BNC from CEXs to Bifrost-Kusama
4. Bifrost Foundation sends 1,200,000 BNC to Bifrost-Kusama Treasury
