Since BNC collator reward and vBNC will soon be migrated to Bifrost-Polkadot, the purpose of this proposal is to top up collator reward for 1 year.
Summary
Collator migration is duing the process these days, fuelling 1 year BNC to ensure rewarding system works well once Collators onboard.
Rewarding time will be 1 year with 788,400 BNC, and it will still remain the emission rate of 180 BNC/Round (each round takes 600 blocks, each block takes approx. 12s).
