Adjust the interest curve of DOT in lendmarket

Due to the adjustment of DOT inflation, the user staking base return expectation of DOT has been reduced from 18% to 12%. We need to adjust the interest change curve of DOT in Lendmarket to adapt to the new market situation.
Considering the operation of LoopStake in the past, it is recommended to update the parameters as follows:

baseRate: 0 → 0
jumpRate: 18% → 10%
fullRate:50% → 50%
jumpUtilization: 90% → 60%
