Initialize vMANTA settings

Similar to other vTokens we will initialize the relevant parameters of vMANTA, among which the parameters that users need to care about:

• Minimum stake 1 MANTA
• Minimum unstake 0.8 MANTA
• Redemption duration 0 - 7 days
