[Senior Fellows] Referendum #234--Initialize the Hyperbridge configuration

This proposal aims to initialize the Hyperbridge configuration on Polkadot:
1. Add Hyperbridge Parachain.
2. Register the Token Gateway address on the EVM chain.
3. Register tokens: BNC, vBNC, ASTR, vASTR, and vDOT.
