1. Edit pools’ emissions
2. Dispatch Treasury to transfer BNC to Foundation for charging

And an additional request:

This proposal has two main goals:

1. **Change farming rewards** for 8 different pools on Polkadot.
2. **Move 41,985 BNC tokens** from the Treasury to the Bifrost Foundation.

It also asks to **move USDT funds** to a new wallet to help pay for cross-chain fees.
