Due to potential issues identified in Hyperbridge, we propose to temporarily disable its cross-chain functionality as a precautionary measure.

The proposed action is to disable ismp.handle_unsigned, which will effectively prevent the processing of incoming cross-chain messages and halt Hyperbridge-related operations.

This measure is intended to protect user assets and ensure network stability while the underlying issues are being investigated and resolved. Once the issues are addressed, a follow-up proposal will be submitted to restore the functionality.
