Following the full depletion of the initial bbBNC reserved rewards after Referenda #223, this proposal initiates the first Treasury-subsidized deposit into the bbBNC Buyback Reward Pool.

From this period onward, each batch of bbBNC rewards will be directly funded by the Bifrost Treasury, sustaining the bbBNC staking reward flow.
