1. Edit pools’ emissions
2. Dispatch Treasury to transfer BNC to Foundation for charging

Bifrost proposes to adjust farming rewards. They will change how much BNC tokens are given to different pools. They also want to move BNC from the Treasury to the Bifrost Foundation. Lastly, they will send USDT to another account for cross-chain fees.
