This proposal aims to shut down XCM channel between Bifrost (2030) and Interlay (2032). Since Interlay is going to wind down, closing the channel will prevent vDOT from potential gov attack.

For users who still has vDOT on Interlay, Bifrost will snapshot your Interlay balance and re-issue on Bifrost soon.
