This proposal adds one additional Bifrost self-operated validator to the Validator Boost List (VBL) for vDOT.

Bifrost has begun operating its own Polkadot validators to improve the capital efficiency and yield performance of vDOT staking. Adding this validator to the VBL gives it priority in SLP-v2's delegation set and supports the gradual expansion of Bifrost's self-operated validator capacity under governance oversight.
