This proposal updates the SLP V2 XCM executor whitelist entry used to transfer self-operated validator staking rewards to Delegator 0.

The transfer amount encoded in the whitelisted balances.transferKeepAlive call is reduced from 500 DOT to 30 DOT.

Based on the current reward rate of approximately 8.2 DOT per validator per day:

• A 500 DOT threshold requires approximately 61 days of accumulation.
• A 30 DOT threshold requires approximately 3.7 days of accumulation.

The previous threshold delayed reward transfers for about two months, causing the validator reward component to be absent from the 7-day APY for extended periods and then appear as a large one-day spike.

Reducing the amount to 30 DOT allows rewards to be transferred within a 7-day window, resulting in more timely reward distribution and a smoother, more representative 7-day APY.

The recipient and transfer route remain unchanged. Only the whitelisted transfer amount is updated.
