This proposal removes the following validator from the Validator Boost List (VBL) for vDOT:

- Network: Polkadot
- Validator: `13kPKVhuD3JNNbzN6ExbkudoqBPkxwMNBVPLunTq62Jzz6pW`
- vToken: vDOT

After execution, SLP-v2 will no longer give this validator VBL priority when maintaining the vDOT delegation set. The proposal does not change vDOT's minting, redemption, exchange-rate or fee logic.
