Following the retirement of Hyperbridge, vETH and MANTA held on Bifrost are recovered through a one-time path: users sign a Remark in the Bifrost Dapp declaring their Ethereum receiving address, governance burns the corresponding assets on Bifrost, and an equivalent amount is then airdropped to the bound address on Ethereum.

This proposal executes the first batch. It burns the balances of 42 Bifrost accounts that have completed a signed Remark binding:

Execution is a single utility.batchAll of 49 calls: 47 tokens.forceTransfer calls move each account's balance to the null address 111111111111111111111111111111111HC1, followed by 2 tokens.setBalance calls that zero the null address's vETH and MANTA (free and reserved), completing the burn. Transferring first and zeroing once at the end keeps a per-account on-chain record for reconciliation and avoids overwriting any other balances held by users. batchAll is atomic: if any call fails, the entire batch reverts and nothing is burned.

Once this proposal is executed, each account receives the same amount of the same asset on Ethereum mainnet — vETH for vETH, MANTA for MANTA, 1:1 with no deduction — at the Ethereum address bound in its Remark. Where an account submitted multiple Remarks, the latest valid signature is used. vETH received on Ethereum can be redeemed through Omni LS; MANTA is a native Ethereum asset and is immediately usable.

Accounts not included in this batch are unaffected. Users can still complete a signed Remark in the Dapp and be included in a later batch.
