After request #12339 has been successfully redeemed in Step 1, restore the DOT redemption processing cursor to Era 2289 so that new requests in earlier era buckets can be processed normally. Execute this proposal only after confirming completion of the redemption in Step 1, and not in the same block as Step 1.
