This proposal whitelists an atomic batch to stop new reward accrual for Boost Gauge 10000000 and transfer 6,000 native BNC from the Bifrost Polkadot Treasury to its reward account.

Reward settlement during bbBNC permanent-lock renewals has failed with FundsUnavailable because the Gauge reward account has insufficient BNC. The batch addresses this by executing:

1. Stop new Gauge rewards: Call farming.editPool to clear the basicRewards configuration for Gauge 10000000.
2. Replenish the reward account: Call balances.forceTransfer to transfer 6,000 BNC from the Treasury directly to the Gauge reward account.

Both calls are included in utility.batchAll. If either call fails, the entire batch is rolled back.

The proposal preserves accrued reward liabilities and existing user positions. It does not change the base vDOT farming pool’s reward configuration. The additional funding supports payment of accrued rewards, while stopping Gauge emissions prevents further reward accrual.

Fellowship approval only whitelists the batch. The stop-and-funding operations will execute together with Root authority after the corresponding Whitelisted Caller public referendum is approved and enacted.
