This proposal adds the GeneralXCMStaking(DOT, 1000) delegator and updates the SLP V2 XCM executor whitelist.
Whitelisted call-data prefixes:

• staking calls: 0x2801030059
• stakingRcClient.setKeys: 0x28010300540a00

These prefixes allow SLP V2 to execute the planned Polkadot Asset Hub staking calls, including staking.bond, staking.validate, and stakingRcClient.setKeys.
