Restore User Assets for a Failed Bifrost-to-AssetHub ETH Transfer

On 31 July 2026, an ETH XCM transfer initiated by 13mHQc5quDsU7x9HLNS57ronj2YgeoeD7MyjMr1jm9xAoxGe reached AssetHub but failed at WithdrawAsset because Bifrost's AssetHub sovereign account lacked sufficient ETH reserve. The message has completed with failure and cannot be automatically retried or refunded.

This proposal uses Root authority to restore exactly 0.354617733353743114 ETH (354617733353743114 wei of Token2(15)) to the originating Bifrost account. The restoration maps one-to-one to the failed transfer and affects no other user or third-party account. AssetHub reserve replenishment and outbound reserve checks are prerequisites to execution so that a later retry can settle normally.
