This proposal updates the GeneralXCMStaking(DOT, 1000) validator configuration with the following actions:

1. Validator 06, delegator index 8
   Execute stakingRcClient.setKeys using the session keys and ownership proof generated on the new validator server.
2. Update the SLP V2 XCM executor whitelist
   Add the call-data prefix required for Validator 07 to execute staking.chill:
   • staking.chill for delegator index 9: 0x280109005906
3. Validator 07, delegator index 9
   Execute staking.chill to remove its validator intent and exclude it from subsequent elections.
   This proposal only performs the first step of retiring Validator 07. It does not purge its session keys or unbond its DOT. Those operations will be submitted separately after the Chill execution is confirmed.
   The calls are dispatched together on Bifrost, while destination-chain XCM execution remains asynchronous and must be verified separately.
