This proposal updates the SLP V2 XCM Executor Whitelist used by the self-operated Polkadot validators.

Changes:

• Add the full Asset Hub calldata for transferring 200 DOT of accumulated staking.ValidatorIncentivePaid to the Bifrost Foundation.
• Remove the previous 500 DOT cross-chain calldata from the whitelist.

This proposal only updates the allowed XCM executor calldata. It does not transfer funds by itself.
