This proposal continues the first Hyperbridge recovery batch, using the same Remark-based recovery route. The November batch covers 33 Bifrost accounts with registered Ethereum receiving addresses:
VToken2(15), 4 accounts)Token2(8), 29 accounts)The amounts are fixed from Bifrost balance snapshot #14,556,243. The recovery-address registry used for this batch was indexed through #14,556,169. Two accounts also appeared in the first batch; their amounts in this proposal come from the November snapshot, rather than reusing their first-batch allocations.
Execution uses one utility.batchAll containing 35 calls. First, 33 tokens.forceTransfer calls move the specified free amounts into the all-zero account, 111111111111111111111111111111111HC1. The final two tokens.setBalance calls set that account's MANTA and vETH free and reserved balances to zero, completing the burn. Users' reserved balances are not transferred.
The batch executes atomically: a failed inner call rolls back the entire batch. Individual transfer events provide the account-level evidence for reconciliation.
After successful execution is verified, the actual burned amounts will be distributed on Ethereum mainnet to the receiving addresses recorded in this batch's Remark registry: vETH for vETH and MANTA for MANTA, 1:1 without deduction. This Bifrost call performs the source-chain burn; the Ethereum distribution is a subsequent operation.
Accounts outside this batch remain unaffected and can be considered in a later recovery round.
