  1. Pls verify your proposer address by following this guide, we can provide you identity judgement.
  2. The good thing is, you are using your DOT transfered address proposing this proposal, the key thing now is to prove the destination address is Binance address on Bifrost.
  3. Why did you transfer 2 BNC to that address?

Identity Judgement provided, this is the preimage you should note and post in referedum, Root Track (Make sure you have 50,000 BNC prepare for decision deposit).

Considering the issue and the negative will from Binance to take any actions, i'm for the force_transfer back to the user account.

It's Talisman's fault not displaying the proper warnings in their wallet here.
