Interlay is being under gov attacked, the attacker wants to move vDOT out from the iBTC vault

This proposal will temporarilly move 100,000 vDOT from Interlay sovereign account on Bifrost to a blackhole address, to prevent attacker bridge vDOT to Bifrost. This action will be resumed once the attacking stop on Interlay.
