This proposal batches the following operations:

1. Update the XCM whitelist required for purgeKeys and unbond;
2. Execute stakingRcClient.purgeKeys to remove the Session Keys;
3. Execute staking.unbond to begin unbonding 100,000 DOT.

After the unbonding period ends, withdrawUnbonded must be executed separately to release the funds.
