This proposal aims to do 3 parts of objectives of Farming adjustment:

1. Transfer BNC from Treasury to Bifrost Foundation for charging.
2. Edit adjusted Pools
3. Dispatch Treasury to charge BLP to Stable Farms

- The proposal has three main goals for farming adjustment.
- It plans to move 45,730 BNC from the Treasury to the Bifrost Foundation.
- It will adjust farming pools to change how rewards are given out.
- It will also send BLP rewards to stable farming pools.
- Different pools like vBNC/BNC, vDOT/DOT, and others will have their rewards adjusted.
- The total BNC being moved and adjusted is 45,730.
- This helps make sure farming rewards are fair and work well.
