Upgrade Bifrost-polkadot to Runtime 0.9.80 external proposal

- Bifrost is launching a new tokenomics system in the 3rd quarter of this year.
- vToken will be the main source of revenue to support the BNC ecosystem.
- All vToken commission will be kept in the treasury for BNC repurchase and incentives.
- The commission rate for vDOT and vGLMR will be adjusted from 0.1% to 10%.
- There will be more discussions on commission allocation and usage scenarios through Bifrost's upcoming OpenGov Treasury Track.

Bifrost Polkadot is changing its governance execution period to accelerate the voting period to 7 days + 2 days waiting period by the Technical Committee. This change will help promote Bifrost's ecological use cases. The Bifrost Polkadot governance module will soon be replaced by OpenGov. 

Bifrost Polkadot is proposing to borrow 700,000 BNC from Bifrost-Kusama Ecosystem Reserved Fund to Bifrost Treasury, then transfer 700,000 BNC to HydraDX via the XCM to support the proposal to list BNC on HydraDX Omnipool. The execution steps include unreserving 700,000 BNC in Bifrost-Polkadot Cross-chain Bridge address, transferring 700,000 BNC from Bifrost-Polkadot Cross-chain Bridge address to the Bifrost Treasury Address, and XCM transferring 700,000 BNC from Bifrost Treasury Address to HydraDX Omnipool address.

Bifrost Pokadot: Supporting BNC Listing on HydraDX Omnipool (Replace Motion 59)

1. There was an upgrade to Filecoin's network that caused some problems with vFIL and FIL-related services.
2. Some operations on the chain were not executed due to a timeout, which caused issues with circulation and revenue.
3. The problems were fixed and the correct data was aligned by issuing additional FIL and increasing vFIL revenue.
4. These issues were at the protocol level and did not affect regular users.
5. Filecoin is a type of digital currency that had a technical issue, but it was resolved and did not affect regular people who use it.
