## Summary

According to the Roadmap, Bifrost will launch the new BNC Tokenomics in the 3rd quarter of this year, which means that vToken will serve as the main source of protocol revenue to support BNC's stable ecological and economic cycle. All the vToken Commission will all be kept in the treasury, and will be used for BNC repurchase after the new tokenomics goes live and continue to incentivize veBNC holders, vToken Farming and etc.

Restore vDOT, vGLMR commission rate to 10%

This is a re-initiated democratic vote aimed at [Motion 59](https://bifrost-polkadot.subsquare.io/democracy/referendum/59). After discussion by the Bifrost Council, it was decided that the current governance execution period of Bifrost Polkadot (28-day voting period + 28-day waiting period) is not conducive to the rapid promotion of Bifrost's ecological use cases. Therefore, Motion 61 is the reinitiated proposal for Motion 59, to accelerate the voting period to 7 days + 2 days waiting period by the Technical Committee.

The Bifrost Polkadot governance module will soon be replaced by OpenGov.

## TL,DR

In order to support the [proposal to list BNC on HydraDX Omnipool](https://bifrost.subsquare.io/post/31), this proposal aims to borrow 700,000 BNC from Bifrost-Kusama Ecosystem Reserved Fund (which needs be transfered from Bifrost-Kusama Ecosystem Reserved address to the Cross-chain Bridge address, please refers to the [Bifrost-Kusama proposal](https://www.notion.so/HydraDX-BNC-Listing-Proposal-843489429b1a4699aabfbde8de62c910?pvs=21).) to Bifrost Treasury, then transfer 700,000 BNC to HydraDX via the XCM.

Bifrost Polkadot is changing its governance execution period to accelerate the voting period to 7 days + 2 days waiting period by the Technical Committee. This change will help promote Bifrost's ecological use cases. The Bifrost Polkadot governance module will soon be replaced by OpenGov. 

Bifrost Polkadot is proposing to borrow 700,000 BNC from Bifrost-Kusama Ecosystem Reserved Fund to Bifrost Treasury, then transfer 700,000 BNC to HydraDX via the XCM to support the proposal to list BNC on HydraDX Omnipool. The execution steps include unreserving 700,000 BNC in Bifrost-Polkadot Cross-chain Bridge address, transferring 700,000 BNC from Bifrost-Polkadot Cross-chain Bridge address to the Bifrost Treasury Address, and XCM transferring 700,000 BNC from Bifrost Treasury Address to HydraDX Omnipool address.

Bifrost Pokadot: Supporting BNC Listing on HydraDX Omnipool (Replace Motion 59)

Due to the network upgrade of Filecoin, there have been some errors and suspensions in vFIL and FIL-related cross-chain multi-signature services. After the service was restored, due to the timeout of the original multi-signature, some operations on the chain were not executed, which caused some issues of circulation and revenue omission. We counted these issues and kept the relevant data correct and aligned by issuing additional FIL and increasing the revenue of vFIL in 4 weeks.

Note: These data deviations are at the protocol level, and ordinary users will not be affected in any way

1. There was an upgrade to Filecoin's network that caused some problems with vFIL and FIL-related services.
2. Some operations on the chain were not executed due to a timeout, which caused issues with circulation and revenue.
3. The problems were fixed and the correct data was aligned by issuing additional FIL and increasing vFIL revenue.
4. These issues were at the protocol level and did not affect regular users.
5. Filecoin is a type of digital currency that had a technical issue, but it was resolved and did not affect regular people who use it.
