1. Edit pools’ emissions
2. Dispatch Treasury to transfer BNC to Foundation for charging

And an additional request:

Here's what this proposal does:

- Changes how rewards are given to farming pools
- Moves BNC tokens from Treasury to the Foundation
- Updates 10 different farming pools with new reward amounts
- Gives out 40,842 BNC total as farming rewards
- Also moves USDT tokens between two accounts
- The USDT move is for cross-chain fee recycling
- Helps keep the farming system working properly
