Upgrade Bifrost-polkadot to Runtime 0.24.2

Bifrost asks for **$271,379.32 USDT** for June to August 2026.

This money will be used to:

1. **Build new features**: Add a permanent lock option for bbBNC tokens, let vDOT/vKSM holders vote without unstaking, and help launch Pharos LST in September.
2. **Keep systems secure**: Pay for audits, bug bounties, and monitoring.
3. **Maintain computers and tools**: Run nodes for different blockchains and keep developer software working.
4. **Community and marketing**: Run AMAs and small events, saving a bigger marketing push for September.
5. **Team support**: Fund training, rewards, and emergency reserves.

Executed

Bifrost Operating Budget Proposal (June 2026 - August 2026 for 3 Months)

Replace VBL for Legend node

- The plan moves ETH and vDOT between three groups: LoopStake, Treasury, and Foundation.
- ETH is taken out of LoopStake and partly burned.
- vDOT is changed to ETH to add to Hyperbridge ETH reserves and to USDT for the Treasury.
- Remaining ETH is locked so it cannot be used until a later vote.

Treasury Rebalancing & ETH Reserve Management For Hyperbridge_ETH Compensation

- Hyperbridge had a security problem and was paused
- vDOT tokens are stuck and can't go back through the bridge
- This proposal moves 26,486 vDOT to the Bifrost Treasury
- The tokens come from the Hyperbridge reserve account

Withdraw Hyperbridge Reserve vDOT to Bifrost Treasury

Bifrost proposes to adjust farming rewards. They will change how much BNC tokens are given to different pools. They also want to move BNC from the Treasury to the Bifrost Foundation. Lastly, they will send USDT to another account for cross-chain fees.

Farming Adjustments and Charge - May-June 2026

- **What Happened:** The first batch of rewards for bbBNC staking ran out after a vote called Referenda #223.
- **What This Does:** This proposal starts using money from the Bifrost Treasury to keep paying bbBNC staking rewards.
- **How Much:** It moves 115,000 BNC from the Treasury to the reward pool.
- **Why:** To make sure people who stake bbBNC continue to get their rewards without interruption.

Deposit bbBNC Rewards to Buyback Pool (Treasury-subsidized, 1st Batch)

Temporarily Pause vETH Farm

- **Dot** and **BNC** are like special codes for computers.
- These codes help keep information safe and correct.
- They are part of a system that checks things without one person in charge.
- Dot and BNC work together to make sure everything runs smoothly.
- People use them to build apps that don't need a boss to manage them.
- They help computers agree on what information is true.
- This makes it easier for everyone to trust and use the system.

[Senior Fellows] Slpv2 set vbl

- We found a problem with Hyperbridge.
- We will turn off its cross-chain feature for now.
- This stops messages from other chains.
- It keeps user money safe.
- It helps the network stay stable.
- We are checking the problem.
- We will fix it.
- Then we will turn the feature back on.

[Senior Fellows] Referendum #495-Temporarily Disable Hyperbridge Cross-Chain via ismp.handle_unsigned

- We found a problem with Hyperbridge.
- It lets things move between different blockchains.
- We will turn this off for now to keep everyone's money safe.
- To do this, we will remove some special addresses.
- This stops new cross-chain actions.
- Our team will look into the problem and fix it.
- When it's safe, we will turn Hyperbridge back on.
- A new plan will be made to restart it.

[Senior Fellows] Referendum #494-Temporarily Disable Hyperbridge Cross-Chain Functionality

- **DOT Transfer Change:** The system is updating how DOT transfers work. It's removing some old rules and adding new ones to make transfers smoother.
- **Astr Network Update:** The Astr network is getting a new feature called "limitedReserveTransfer." This helps with moving tokens in a controlled way.
- **Code Cleanup:** Old, unused code is being removed to keep the system simple and efficient.
- **Better Performance:** These changes aim to make the network faster and more reliable for users.

[Senior Fellows] Slpv2 updates whitelist call

update vDOT vtokenvoting ref status

This is like setting up a new game.

* We set the rules for the game, like how much it costs to play.
* We added 7 new players (called "delegators") to the game.
* We made a special list of 14 addresses that are allowed to play.

[Senior Fellows] Initialize SlpV2 BNC

- This proposal is about giving rewards to collators for 6 more months.
- It will use 98,550 BNC tokens for these rewards.
- Rewards will be given at a rate of 90 BNC every round.
- Each round is about 2 hours long.
- The number of collator seats will be reduced from 16 to 8.
- Rewards will be sent to a specific treasury address.
- Another address will manage the reward payments.

Renew Collator Incentive - 6 months
